1st off, the Euro is worth more than the dollar. Things already have a habit of being more expensive in Europe than in the US because of such things.
2nd off, you are giving the game way too much credit. You are assuming that the game won't be produced in an abundance, and that people will actually feel inclined to purchase the game. (Some people don't feel the need to shell out money on a game that they have already played to death, even despite the fact that it is a more portable version, or some bonus content added. Plus add in the fact that the amount of 3DS owners who will actually think about getting this game is rather small.)
3rd off, the gaming markets in Europe and America are different from one another. Just because one game sells well in one region does not mean that it will sell well in another region. Much like how certain games are HUGE in Japan when compared to Euro and US territories.
Don't assume that a game will completely sell out quickly to the point that you will have to pre-order it to nab it. I can assure you that I can walk in and walk out of a GameStop with both Tales and MGS in my possession if I wanted to.
