I'm still of the train of thought that the only actual rule for inclusion is that you must originate from a video game to be considered for Smash. Every other made up fan rule gets smashed time and time again with every new inclusion. Every video game character is eligible. Circumstances, finances, time constraints, licensing, in game content, and advertising make some characters more or less likely, but the only characters we can totally rule out are non-video game characters (i.e Goku, Batman, Spiderman, etc.) and Mai Shiranui because Sakurai specifically said she isn't happening. I'd love to see Scorpion on the Smash main stage, as the legacy of that series absolutely deserves it. Circumstances tell me that is not very likely though (mature content, low recognition in Japan, actual bans on several Mortal Kombat titles in Japan, etc.). I know a lot of folks still want to see Sora, but again circumstances make that seem unlikely(Square-Enix already having a character in the pass, difficulties with Disney licensing, etc.) Feel free to keep on rooting for him though, the magic of Smash makes the seemingly impossible, possible time and time again. Just keep your expectations in check, so if it doesn't happen, your are able to rebound and not go into total meltdown mode, especially in a year like this one.
