Nah, it was a decision made during basegame development and the beginning of DLC pack 1, weeeeeellll before DLC pack 2. Rex is the same as any Mii costume added during basegame planning IMO: I think he's back on the table for pack 2.

Nah, Rex's Mii Costume wasn't really sold, it was more of a bonus thing. Nobody's going to complain that they bought the Mii Costume and now Rex's playable because I really doubt anyone shelled out those 25 bucks for the Rex Mii and saw the Fighter Pass as a cool bonus. Plus, it's not like his Mii Costume will cease to exist with a playable Rex, it's pretty much the same as any basegame content really.

Per these two. It was chosen all the way back in the base game, and weren't anything more than a bonus. By now, the costume has about as much weight as the Arcade Bunny Hat.

I'll admit. I'll be kind of mad if Rex gets in. Both Rex and Spring Man were late to the party. But I'd be a little upset if one manages to make it and not the other. If Spring Man was the ARMS rep I'd be rooting for Rex. But now I'm a little bitter.

I don't know how many times Sakurai has to say "DLC characters are picked by Nintendo" for people to understand.

Yes, it's possible that Sakurai changed his mind about Rex but that has little to do with his chances as he's not the one calling the shots right now. And frankly, I'm tired of "maybe Sakurai thinks this now" arguments because they are impossible to prove or disprove, unproductive and almost always people using the him as a mouthpiece.

EDIT: Also, there's being desperate and then there is "maybe Sakurai magically decided to dislike the character I hate"

I include Yabuki in "Nintendo", as he works there unlike Sakurai and can make directorial decisions.

Don't get me wrong, I think Sakurai influenced certain characters but there's nothing that indicates his whims are effective on who will be in the FP2.

I wouldn't include him, but ok. I don't think there's enough to say his whims won't feature
I also suspect that he had a hand with banjo in the last one. Who knows tho.

In general there are plenty of cases where characers just missed out and weren't put in later. Timing is everything and there's no shortage of better timed characters they could be putting in.

Remember when Sakurai said he thought about adding Geno in Brawl? We saw Brawl, Smash 4, Smash 4 DLC, Smash Ultimate, and Smash Ultimate DLC wave 1 happen and no Geno. That's 56 new characters (7 Echos) added instead of him. Sometimes plans change, sometimes there are obstacles. I would take absolutely nothing for granted when concerning previous statements about Smash additions.

I see a lot of people bring up the "Nintendo chooses the characters" point, and while that's true, I don't see why they would allow Rex if they allowed an ARMS rep. ARMS was cool for a little while, then dropped off the map. XBC2 did pretty well, all things considered, and even got a DLC that was big enough to be it's own thing even if you didn't have the base game. I'm still pretty confident on Rex.

There's also plenty of Xenoblade content in Smash (a character, stage, assist trophy and music/costumes from 2 games, spirits from 3) while there isn't for ARMS (two costumes, one assist, some spirits). The big one being playable characters.

ARMS needed the push more and quite frankly deserved it more. Xenoblade might've missed out with an X character and an XB2 character but the fact it has Shulk at all is a blessing.

This may be tinfoil hat here, but I think that Mii Costumes are gone. It seems like too much of a coincidence that Min Min got chosen over Spring Man AND Ribbon Girl, with Spring Man being an Assist Trophy and both being Mii Costumes.
It seems as if Mii Costumes truly are consolation prizes, which was implied by Rex's reveal.
