I can't find a link to it unfortunately. However, just looking at how the Wario Land series was shafted in Brawl (only a sticker, and perhaps the Overalls Wario), it might be said that Sskurai only considers WarioWare as being the "Wario" series (sort of like how all of Yoshi's non-plaformer games are ignored in Smash Bros. as well).
As to Ghirahim being a one-shot Zelda character. Sheik was also a one-shot. If Ghirahim ends up being very well-received as a character, I have no doubt that Sakurai will at least give him a look in terms of being placed in (especially considering how Sakurai lamented the lack of "new" characters).
