My serious input into this thread, pretty much made from people I've watched or played enough to have an idea. Among some NC players I haven't seen enough to judge on the list are Yeroc and Zero Gamer (can't remember who else I dunno 'bout).

3-4. Ali/Nebs
5-6. Malk/Karn
7-10. Rawfuls/Mask/Vilt/NC-Echo
Obviously we don't know a whole lot about Nebs to rank him, but I'm very confident that if he doesn't already make 3rd that he could after getting back into Melee a bit more. He really just getting back into competitive Smash right now, ASU was his first real tournament in years.
No idea who's better between Malk and Karn, I've played both a few times and I seem to have equal difficulty with both.
Rawfuls has great tech skill and is a really good player. Mask is a fantastic Falcon (better than mine). Bill still plays some good melee. Vilt actually did pretty well at ASU and from what else I've seen of him he's good.

Forewarning: Malk and Karn are gonna john about Nebs since he beat them and say that he isn't THAT good, but he seriously is. I don't think he's that far above them but he is certainly at least a bit better. His Falcon is pro level, he trained with G-reg, yaeyh
