It's not like Luna was around as a good person then did something bad. Everyone only knew about celestia til nightmare moon showed up. The only image they have of luna is nightmare moon. I think it would be very weird to have only one ruler for as long as you know, some evil person come around, and when they are defeated they become your ruler too.

And I never really thought of winter wrap up as a holiday episode. We don't really have a holiday for the change from winter to spring (groundhog's day?).
