there is no final version since it's always being tweaked. but the most workable version is 4.0 (or 4.1, but i can't find the download link)

He's Nasty and super crazy easy to use, what more could you ask for.

It's fun, alot of gay stuff in it though. (wario Uthrow>fart, luigi Dthrow to shoryuken.....that's the gay nasty stuff)

QDVS, you can play marth like it's melee (well, almost but i can't gurantee, but i almost tried pulling off the Ken combo on a friend once >_>). and takes no button slamming (l-cancels and whatnot, only there's no wavedashing)

It's not.

Brawl + is just a pathetic attempt to mimic what melee already has, except it turns out awkward,dull, and the worst part is that it's still brawl.
If your liking brawl+ the odds are you will like melee more(for all those brawl players who haven't given melee a chance).
