I dont even play brawl and i can tell you lylat isnt neutral.
Lylat is borderline neutral, just as Dreamland and FoD were borderline neutral in Melee. They were more neutral then Lylat, sure, but you can still draw the line further down than Lylat. Some people think PS1 (Brawl) is neutral.
Lylat keeps the neutral stages at a nice even five, and really isn't as offensive as some people make it out to be. Yes, it benefits some recoveries more than others, but then check out FD.
