Press down, then up, then immediately press B twice. You also have to push very slightly toward the stage when you press up. Now go try it. The only kind of tricky timing is how fast to hit up after down, just practice a couple times and you'll get it.

Roll away? Spotdodge is too short and you don't want your shield obliterated, and since he's in the middle of a downsmash he can't really punish your roll.

I've done it to another falco, but after the 4th laser it just went right over him. Dunno if its possible that I shot too slow, cuz I thought if you didn't hit B fast enough you automatically stopped shooting.

To the person who said its harder in brawl: How?! Melee phantasm stall required the fastest fingers in the world, if I'm not mistaken you had to hit the opposite direction+B exactly 1 frame after pressing away from the stage.

Why would that, in and of itself, be a bad thing? The original smash brothers was insanely slow compared to melee and people still love it and play it. From video observations Brawl does seem to be slower-paced than Melee though.
