Change the part that says "F:\touhou\Scarlet Weather Rhapsody\Scarlet Weather Rhapsody" in the configex123.ini, which is located in the th123 folder, to where your SWR folder actually is(SWR folder included in download)
Boot up th123e.exe for the english version of the game
Z and X are the menu controls
If you did it right, you should have 20 characters. If wrong, only 9. If there's 15, you're playing SWR, which means you're in the wrong folder
