Luckily (Although I don't like it) Blue Name is hella easy to get.
Just keep your tourney going smoothly and once you're about half way through it, you can apply for it. Just go to User CP > Group Memberships and Choose Tournament Directors. Post the link of your tourney in the "Request Reason" and wait. Usually takes about a week, I think I waited a bit longer 'cause Mic was too busy at the time.
