Actually, it was more "gender implied" than anything. Nidoran was the only Pokemon with a specified gender, and the rest were assumed to be the gender that fit them the best. Jynx, clearly female. Mr. Mime? Well, he's obviously a dude. Goldeen was female, yet she evolved into Seaking, which seemed most appropriate to be male. Chansey was easily female. See what I'm getting at?

Because I typed it in all caps and dumb smashboards doesn't allow it because 12 year olds couldn't control themselves.
