You suddenly become tasked with being the director of Smash 5 coming out in Feb 2016...

Bring back all of the advanced tech from melee and PM. Add in a comprehensive trial mode (like the one in SSF4), so that new players will be able to learn all of the advanced techniques and combos for their characters. Also, expand the character customization options to the ability to create your own character from the ground up (the Miis are certainly a start, but I wish that they had more options.)

I have actually written down lots of ideas for a new Smash game. Clones will be reworked into completely unique characters. Every character will have a CG trailer when revealed. Shield's will only recharge when a player does not attack or use special moves. Every character universe will have at least 2 representatives. General achievements and individual character achievements will be unlockable. The fighting will be fast paced, and mainly based around Melee and PM. The airdodge type can be switched in the options menu. Each character will have a unique story based on their point of view during the main story events.

Well I actually have thought about this for a long time. Same roster as SSB4 minus Dr. Mario, Dark Pit, Lucina, and Wii Fit Trainer, and with the addition of Ice Climbers, Snake, and Mewtwo. The newcomers would be:

Really not a whole lot of characters to add, and it'd be pretty hard to make new ones stand out. :|
Instead, everybody gets a fifth special, mapped to B+R. Defensive moves get remapped to it and new specials are made to replace them. Custom moves are now standard and picked separately from the CCS. About half as many custom moves as Smash 4, but now they're balanced and about 40% of them are unique. Customs will NOT be distributed equally and will be used as a balancing factor. Most moves get a FFA custom and a 1v1 custom, but you're not restricted to them in the different modes. Some customs effect A attacks, like different bows for Pit or a weaker sword for Ike if he takes the easy recovery custom. Perhaps even mutually exclusive moves.
Assuming this isn't some only-for-me project, I'd balance the game around FFA. It's kinda the main reason to get Smash after all. 1v1s aren't balanced completely around FD, but instead every matchup has a predetermined, largely static, stage with variable themes like the Omegas. Basically whoever loses the matchup gets the stage advantage to make up for it. Little Mac almost always gets FD, for example. Most will be based off of FD, BF, SV, TaC and the like with little variations to accommodate different characters like a walljumpable base, although the blastzones will be the same for consistentency.
Some mechanics will get tweaked. Dodges will have the same spark that fastfalling has, and some get louder SFX. Sheilds minimum size is decreased, meaning a larger difference between minimum and maximum, and more shield poking. More characters get moves with shield breaking properties. Other obvious stuff.
Control mapping is changed. Tilts and smashes can be mapped separately. You can map commands to buttons also. So you can map neutral A to Y for a buster button for Megaman, or a permanent Fair button if you want. Names can have different control scheme for each character too.
Might as well bring all the stages back. Good luck seeing the stage select screen though.
Smash Tour gets options to control the trophy items and the ability to chose a character from the start. Smash Run gets more maps and a single player mode with a focus on getting 1000s. A new SSE like mode is implemented, with about fifteen stages. Separate progress for each character, and five difficulties. First time you beat a stage and difficulty as a specific character you get a preset equip, giving you a reason to play it as every character without forcing you.

1) About engine:
Keep smash 4 basics (velocity, fast fall speed, landing lag) but changes knockback.
Build a knockback scale more vertical, for the game become easy to combo at low % and yet harder (Brawlish) at high %'s.
Turn impossible to kill with a throw before 120% and give everyone a killer throw to 150%+ ...
Reduce hitstun from throws, keeping the combo-game not throw oriented as it is now.
Return Melee ledges, but now is possible to grab the ledge backwards.
Return chaingrabs but with a limite of 5 throws (this throws should give less damage).
2) About the roster:

So instead of ten months to complete an entire Smash game Ill pretend as if I'm working in the more realistic time frame of 2-3 years.
First of all, I'd only make 1 version. Splitting the development between two systems is very stressful and turn out two worse products when I could make 1 great version.
I'd make the game slightly more competitive than the previous installments. Not to the point of broken clunkiness like Melee was though. I would try to make it something casual players could easily enjoy and not be intimidated by but offers a decent competitive experience for all the tourneygoers out there. The roster would be as balanced as I could make it and in terms of stages I would strike a balance between gimmicky stages and stages people can play in tourneys with. I would also include an option to switch of stage hazards if wanted. The entire cast would have a decent amount of options at their disposal and plenty of potential for combos that aren't just down throw into aerial.
First, I'd plan out the roster. If it were up to me I would downsize the roster a tad to focus on a more balanced game. I'd keep the essential characters, like the original twelve, and I'd try to preserve as much diverse franchise representation as possible. And I probably wouldn't introduce many newcomers because the roster is already pretty huge, and Smash already has most of the important characters as playable. I'd focus on representing more new franchises rather than introducing characters from ones that already have reps. Chibi Robo, Isaac from Golden Sun, Ray MK II, stuff like that. In addition I would bring back the beloved cut veterans. Lucas, Wolf, Snake, but probably not Ice Climbers for balance reasons and Squirtle and Ivysaur because Pokemon already has too many damn reps. I also wouldn't bring back Roy and instead give Lucina his gimmick to make her actually worth a damn. Hell, maybe I'd bring back Pichu for ****s and giggles.

Normalize landing lag across the roster so it'd be like they L-Canceled the moves without any kind of extra input. Assign Wavedashing to it's own button so it once again is an useful option for the competitive scene and also becomes much more acessible for the casual crowd and those wanting to get into competitive.
Add an actual series of tutorials to the game. Expand upon this series with patches as more and more advanced techniques are discovered as long as these aren't harmful to the game (so something like roll grabbing would see it's own tutorial but Wario's momentum glitch would instead be patched out)
Balance the game primarily around 1v1s without alienating the Free for All aspect (so no stuff like faster Falcon Punches and Warlock punches).
Prepare a list of characters that I'd like to see included over the game's lifespan. Then, develop them and maintain a ratio of 80% veterans to 20% newcomers until the game's release. Develop as many characters as I before then and release the rest as DLC as they are completed.
Break the Targets, Board the Platforms and Race to the Finish are back, as well as Target Blast, Smash Run and a more robust version of Smash Tour. Also, Smash Run and Smash Tour are now playable online, as is 8 Player Smash. Speaking of which, all stages would be playable in 8-Smash, although you'd have to enable an option to show unrecommended stages.
Online tournaments would of course be a thing, as would be replay, screenshot, Mii and custom stage sharing.
Expand on the Custom Stages, adding more backgrounds and misc things. Essentially, combine Smash 4's lava and stage drawing with Brawl's components.
You can only now get Custom Specials you don't own yet. Buying them is also possible.
I think that sums up most of what I'd like to do if I got my hands in Smash.
Add an actual series of tutorials to the game. Expand upon this series with patches as more and more advanced techniques are discovered as long as these aren't harmful to the game (so something like roll grabbing would see it's own tutorial but Wario's momentum glitch would instead be patched out)
Balance the game primarily around 1v1s without alienating the Free for All aspect (so no stuff like faster Falcon Punches and Warlock punches).
Prepare a list of characters that I'd like to see included over the game's lifespan. Then, develop them and maintain a ratio of 80% veterans to 20% newcomers until the game's release. Develop as many characters as I before then and release the rest as DLC as they are completed.
Break the Targets, Board the Platforms and Race to the Finish are back, as well as Target Blast, Smash Run and a more robust version of Smash Tour. Also, Smash Run and Smash Tour are now playable online, as is 8 Player Smash. Speaking of which, all stages would be playable in 8-Smash, although you'd have to enable an option to show unrecommended stages.
Online tournaments would of course be a thing, as would be replay, screenshot, Mii and custom stage sharing.
Expand on the Custom Stages, adding more backgrounds and misc things. Essentially, combine Smash 4's lava and stage drawing with Brawl's components.
You can only now get Custom Specials you don't own yet. Buying them is also possible.
I think that sums up most of what I'd like to do if I got my hands in Smash.

As for a name, I'm going with Super Smash Bros. Combat. There's not really much left for synonyms for "fight" left.

More realistically, you would either wind up with an "Ultimate" edition of Sm4sh with all DLC made available on the disc, or at least a huge DLC pack containing characters, stages, etc. If you wanted it to be a more competitive version of Sm4sh, you could do tweaks like:
- Decrease knockback so characters are capable of following up more easily.
- Some attacks can be acted out of or cancelled depending on the character.
- Hitstun between Melee and Brawl.
- Speed that's between Melee and Brawl, slightly leaning towards Melee.
- Mechanics that were from Brawl, such as DACUS, is reimplemented.
- Either make shields less effective or have them take longer to recharge.
- Rolling is more punishable.
- Overall lag is cut in half, and can be cancelled. SHFFL is now possible.
- Rage Effect caps at 100% instead of 150%, and is less effective.
- Overall balance tweaks to the entire roster, mainly with buffs to characters that need them.

I notice a lot of Melee modes and the like, do people think it would better to add that it just refine how Smash 5 would work?

People shouldn't have to campaign for Wolf.
People would literally trade 3DS for nothing but Ice Climbers, much less more characters beyond them.
Mewtwo fits the series less when he's this underpowered. Either way it's a bad reason.
Consider two of my worse cuts DLC as well!
Squirtle and Ivysaur were more popular than Greninja.
Entirely unrequested characters nobody knew, and in cases of many people would actively be opposed to when brought up. Now that they're in, they have an active defense force like you.
I was talking about Melee. Because yes, that was still a terrible decision to give Zelda two movesets and Ganondorf zero movesets.
Yes, if I actually made it I wouldn't turn the roster into such a meme with the cuts and personal choices I know nobody would appreciate but me. That post was mostly a joke. The Smash roster has too much baggage on it to do many fun things with it anymore.

They didn't have to for Lucas, and I could see something like that happening for Wolf as well.
I won't get into the 3DS version and all here, but what I will say is that the 3DS version is much more valuable to Nintendo than the Ice Climbers.

People are still sending in countless Wolf votes anyway, especially when Roy/Ryu were in that data and not Wolf.
I'm a customer and don't care about what's valuable to the company. Regardless, if anything it would've made more sense to put more emphasis on the Wii U version to help the flailing console rather than splitting sales between versions, much less releasing the game on the console that needed less help first.
Even if he wasn't underpowered, I have less problem with Snake getting beat up by Peach and Jigglypuff than Mewtwo.
Same as what happens to Sakurai's of course.
Was just saying that Squirtle and Ivysaur weren't comparatively that unpopular with some of the additions.
Yes, and largely any character could be fun to play in their place with their own playstyles. You wouldn't exactly be sad about what you missed if these movesets never existed.
When people will quote you and ask why you cut Dark Pit and Mii, the winners of the most hated potential newcomer poll, I believe they would like anything.
A large quantity of veteran characters means more work to do before adding new characters, and lots of characters in older franchises impedes adding other ones that could be better if they were just there to start with.

Except now, you're suddenly tasked with being the director.
They did put emphasis on the Wii U version. It's by far the superior game, and they put the 3DS version down multiple times in, say, the 50-Face Extravaganza.

Sakurai's were cut with a logical reason. Yours don't seem to have one for the most part. Just sayin'.
According to this poll, it seems that Greninja is rather popular; note that Squirtle and Ivysaur are nowhere on the list. In fact, Charizard is number one, so it makes sense that he'd be the Trainer Pokemon to move on.
They're all unique, though. Players who played, say, Duck Hunt a lot on SSB4 would be very disappointed to see that he was cut, and I'd be disappointed too.
And they do, so I would be sad.
You said (or implied) that no one appreciates the choices Sakurai made, which is simply not the case.
I don't see how this affects the player's experience.

Really, Sheik? You're gonna cut Sheik for K.Rool? I know Sheik doesn't have much relevance to Zelda anymore, aside from Hyrule Warriors, but cutting out Sheik is cutting out such an important character to Smash. She was originally supposed to be a glorified time-eating gimmick for Zelda. I personally thought it was dumb to spend so mush dev time on a gimmick, but it was tolerable. Now that she is supposed to be her own character, it is inexcusable. It is Tantamount to putting Tatanga in smash. Heck, Tatanga was the main villain of Super Mario Land, so he'd probably be more important than Sheik is.
