Ocelot was a great villain in the MGS games, but I'm gonna go with Kefka since he actually succeeded in destroying the world and bringing it into ruin.
I like to imagine Missingno as an impossibly powerful Pokemon that induces the apocalypse if you capture it, as an act of karma for your greedy and world-plundering ways. Takes on a whole new dark turn.
Anyways, I think I'm going to throw in a vote for Mihai Niculescu from Syphon Filter: The Omega Strain. He was the top dog of a conspiracy that spanned several terrorist groups, political parties, governmental agencies, multinational corporations, and politicians, completely under his control. In addition to this he also had spies everywhere from the U.N., to the Russian SVR, to the White House, to even agencies that were already under his control.
His plan was essentially a many decades-long endeavor that stole promising researchers from the Cancer field and had them manufacture a terrible virus. This would then be hitting the U.S. all over the place, striking fear into the public, and resulting in his own American figurehead making a successful play for President. This same figurehead actually ran the arms consortium that distributed the virus and all related monies on behalf of Niculescu, leaving his hands clean.
The cool thing about Niculescu is his fingerprints are on everything, but for three entire games you have absolutely no idea. That's because he is a businessman that cuts his losses. If something is going south, he lets it, and runs damage control. If an informant or notable member of his conspiracy proves incompetent, they are killed -- usually through a detached third party assassin, under the instruction of someone else entirely. His paper trail is described as being completely and utterly clean, and even the series's legendary Gabe Logan can't find anything to pin the various conspiracies on him.
And he's not done. When all that fails, he simply has his people work on a new virus from the old virus's samples. Something like ebola meets malaria meets mad cow disease. Once again he engineers up a beyond complex conspiracy with no ties to him whatsoever, passing the blame along several layers of individuals and groups. Once again, the virus would be hitting various global targets... but these were but a test for
a widespread and complete infection of Russia
! Up to a billion people would die, the most yet in any of his plans, but Niculescu didn't care.
Somehow, amidst all of this, he manages to own and operate a massive Swiss banking institute that washes the money of many not so legal clientele -- including those who work toward his interests, giving him a strongarm over each of them.
And what did he want in all of this? Money and power. Same as villain in the real world. His companies were developing vaccines at the same time, and he was just gonna let a few million people die before distributing it at a massive markup. That way they'd realize how serious. ...then he'd do it to other regions, presumably. What a ****.
The best part is even after catching wind of all of this, Gabe Logan still can't get to Niculescu. They never even meet face to face. So how does Logan take him down? He uses
his busienss
against him -- in an incredibly illegal invasion of the Niculescu Funds tower in Zurich, Logan and his top agent
upload a computer virus that wipes out all the money information on Niculescu's servers. All of it
! Obviously,
his clients, like the Russian mafia
weren't too happy about that, and took matters into their own hands. Lethally.
Lavos chrono trigger, it's only one man who actually succeeds. The ultimate villain would be someone who takes over the world the end, no sequel no twist just THE END. yeah im crazy so what
Majora's Mask. He didn't give a **** and just wanted to destroy everything. Mentally, Emotionally and physically.
I would also put Ganondorf up in there since he actually succeeded in dominating and destroying Hyrule.
And I agree with the people who said The End from MGS3. Epic sniper battle was epic.
I'd say my favourite is Majora's Mask, for several reasons.
First of all, he's not greedy or power hungry, typical villainous traits which are akways cause weakness. He's pretty much so scary because his only goal is to annihilate everything. The thing is though, that isn't all there is to his character.
Before that stage, Majora's Mask goes around the entire land of Termina doing all sorts of terrible things, causing very personal grief instead of just going for straight up destruction immediately.
He ruins people's lives in every corner of the land, kills people's loved ones, destroys their livelihoods, sends their local climate into chaos, curses people, the list goes on.
Everything done just because he finds it all terribly amusing. His complete lack of motivations is what makes him more intriguing than most villains I've seen, and tbh he was the first character I'd ever encountered in media that was like that.
