Strange that that would come up. The actual God Varuna takes on many forms, and I might add, is in-fact a man.
Most pictures that I have seen of Varuna are usually either half man half leopard, or a hawk like bird. But then I don't get my pictures off the internet so theres no telling what you may find.

Edit: note in the wikipedia article its says Varuna is often shown as a lunar deity, as a white man wearing golden armor and holding a noose or lasso made from a snake. He rides the sea monster Makara. I suppose this is what that picture you provided depicts.
