It's an SCP-Foundation thing. They're called Eye-Pods. They're creatures that like to gaze at things, and are harmless. The Foundation uses them to keep SCP-173 in check (a creepy statue thing you might have seen at one point), which has similar abilities to the Weeping Angels. They're really good at what they do.
