Gen 4 iirc with uhhh Bidew. It's hilarious to me that Gen 4 gave Roselia both a pre-evolution and an evolution at the same time. Now if only Roserade had a mega...

They haven't been doing cross generational additions to Pokemon lines in general that much anymore, so I don't see more baby Pokemon happening anytime soon
