Iirc, it's because she's more of a researcher and he didn't think she's be suited for battle (and probably saved dev time since they didn't have to remake all animations if she didn't have a dress). And for consistency, or rather a lack of given that Dorf, Link, and Zelda designs usually came from the same game but Dorf wasn't in BoTW so they changed it up a bit.

I mean, I get that. But Zelda has NEVER been much of a fighter. She’s never done much of anything unless she’s disguised as a Pirate or a Ninja. Or that one time when she was dead. But people treat those as separate characters so…

Anyway, it’s too late now. We’ll probably be on the next Zelda entirely by the time the next Smash happens so new designs all around.

Tears of the Kingdom just keeps looking more hype with each trailer.

Even just the combat looks like it's gonna be on a much grander scale than anything else the series has ever done before, and that's in addition to literally all the other new mechanics and content.
