Because he has a very specific task, and said he would only return if the Mushroom Kingdom was truly in danger....most likely from an outside force seeing as he didn't take Bowser's strength that serious...

Because Square-Enix owns him, but can't use him outside of a Mario game. And right after SMRPG, the two had a a nasty breakup, and Square went to making games exclusively for the PS and PS2. They've only started working together again recently, well after both the Paper Mario games were made.

If you want a story-based reason, I'd go with what Psycho said. The game makes it pretty clear that Geno thinks Bowser is a complete idiot, and doesn't see him as a threat.

And as for the Superstar Saga games, they're different in that they don't involve stars as a central part of the story. No stars = no Geno.

If Geno does make it, I hope that Nintendo and Square Enix will make a deal to make another Mario RPG game that has Geno as a playable character.

Well, yeah, and Partners in Time had the Cobalt Star, but I meant star-based characters. The PM games had them, but the Superstar Sagas didn't.

But there were no actual star characters. The stars in those games were in no way connected to Star Road/Haven/Whatever. They just happened to be stars you had to collect.
