Arrow looping is nothing more than looping an arrow for a desired effect. More on that later but this is how you perform an arrow loop.
You move your joystick in a circular motion in an evenly timed pace. Thats it. If you don't move your joystick smoothly, then you will either go to fast or to slow for the arrow and you will lose control of it.
The best way to learn arrow looping is to make a large, flat custom stage and go in fixed camera mode. You can also add a tower of platforms so you can physically throw the motionless CPU up to the top platform which will also zoom the camera out. This will allow you to see the arrow loop. The next step is to practice the feel of looping an arrow on a regular stage such as Final destination.
Why this is important
Arrow looping is important because when used right, YOU are controlling your opponent by limiting his options. These are the options you give your opponent when you effectively arrow loop:
1. Get hit by the arrow
2. Get hit by you after the dodge ends
So it is basically a win situation.

Arrow Chasing
This is probably the most common use of arrow looping. Arrow chasing is looping an arrow and chase after it as it flies by you. What this does is allow you to be close you the opponent when the arrow hits with ANY attack option at your disposal. So if they shield it, you can grab them or if they take the hit, you can Fsmash while they are stunned by the arrow.

Arrow Swarming
Arrow swarming is looping more than one arrow at a time. You can only loop up to four arrows because the game will delete the first arrow you fired as soon as you shoot the 5th. This method of arrow looping is not used often because it is usually impractical in an aggressive match.

Arrow Blitzing
Arrow blitzing is hitting someone with multiple arrows at once. It is also not used much as well.

Arrow Rain
Arrow Rain is also another variation that isn't used much but it is shooting 4 arrows straight up and looping all four of them down to hit your opponent.
