Brawl rewards spamming. Basically any character with projectiles will have to spam them in order to maintain spacing.

the main use for pikachus thunder is for edgeuarding or killing people when the are above
too easy to punish and lag is horrible

These aren't most spammed, but characters that are really good at spamming certain moves:

ZSS-Dsmash (if they shield it, just do 5 more! :D)
Lucario-Aura sphere and Fsmash

Also, Mario's fireballs are a good *** projectile.

Snake's nades/F-tilt/U-tilt/Snake, Diddy's nanas, Spamus' spam, and Pit's arrows. Falco's lasers are close second, followed by anyone with CGs/MK's D-smash/F-smash/Up B/everything

actually marios firballs aren't a good spam projectile at all.
on ground, lag will kill you (but no one use it in this way so...)
sh and fh them is good but the fireballs lose much of their speed when they hit the ground , makes it ridicuolous easy to ps them => you get punished hardly because you are still in the air.
trust me, i am a mario main and frieballs main use is for approaches.
