I don't think there's anything wring with Dant's tool. I just grab a WAV file, then go in Audacity and use Amplify to make it louder. If it's still not loud enough (this usually only happens with music from the original Smash Bros. for some reason), I check "Allow clipping" and turn up the max amplitude.
The work is finding the right loop points and testing it to make sure it loops right and is loud enough in game.
I'll see if I can do the two Sonic 3D Blast songs Turbo Ether asked for this weekend. I have a nice C program called vgmtool that, along with Winamp and BCSM-GUI, lets me make good-quality BRSTMs from Sega 8 or 16-bit games quickly.
