Joker will get Arsene less now, and his down Gun has less range. So I'd say so.

nerfs aren't designed to make a character worse and for people to steamroll over, i can actually fight wolf since his nerfs

it's like pichu. he's still up there and he's still reasonably good but his nerfs have significantly balanced things out.
