Bio: Leonardo’s the leader in blue, and proud of it. Out of all the turtles, he is the most level headed and the best strategist. Leonardo’s twin katanas are best for footsies, and his bread and butter are swift, calculated, powerful strikes. He is the most all-around character in the game.

Voice Actor: Rob Paulsen
Bio: Donatello is the fellow, has a way with machines. He is the smartest turtle and has the most range. He also has assist from a couple of the gadgets strapped to his shell. He has a lot of pokes and staff flips.
Character: Raphael
Voice Actor: Sean Astin
Bio: Raphael is cool but crude. Maybe crude isn’t the right word. Raphael has trained more than the other turtles and is physically the strongest. He has a lot of defense and strength, but no projectiles at all. He is entirely up-close.
Character: Michelangelo
Voice Actor: Greg Cipes
Bio: Michelangelo is the youngest and the fastest turtle, but he is also the weakest. His weapons, Numnchucks, do not deal a lot of damage, but he can do very many attacks in a row. He is the glass cannon of the four turtles.
Character: Splinter
Voice Actor: Hoon Lee
Bio: Hamato Yoshi (a.k.a Splinter) is a man who has had the worse end of life. The Shredder ***** and murdered his wife, and exiled him to New York City. Where apon he was mutated into a rat by a can of mutagen that fell out of a garbage truck that he saved a small child from. That same accident gave him his new sons, the turtles, as well as new meaning in life. Splinter fights using his jade walking stick, a tail whip, and his Ninjitsu skills augmented with his rat claws.
Character: April O’Neil
Voice Actor: Mae Whitman
Bio: April O’Neil was just a normal college student with a double major in cybernetics and journalism, until her father was abducted and experimented on by Krang. After the turtles rescued her from Krang’s base, she dedicated herself to learning Ninjitsu to rescue her father. She fights using a steel fan. It can be thrown as a projectile, but needs to be reclaimed before it enhances her melee attacks.
Character: Casey Jones
Voice Actor: Josh Peck
Bio: Growing up with his abusive father, Casey Jones let out his aggression through hockey. Finally fed up with his father Hun’s actions as leader of the Purple Dragons, he decided to use his hockey skills to become a vigilante. His crusade led him into conflict with Raphael, before becoming a steadfast ally of the Ninja Turtles. His hockey stick is a fast but low damage weapon, and he can hit pucks with various enhanced effects.
Character: Leatherhead
Voice Actor: Peter Lurie
Bio: As a baby, the young crocodile that would become Leatherhead was taken from his home in the swamp and made the pet of a young child in New York. When he got too big to keep, he was flushed down the toilet into the sewers. He was then abducted and experimented on by Krang’s scientists, mutated into a large hulking monster, he escaped and began trashing Utrom bases all over New York, becoming a steadfast ally of the turtles in the process. Leatherhead is a super-strong grappler, he even has grabs with his mouth.

Voice Actor: Corey Feldman
Bio: Raphael’s constant companion was his pet turtles Spike. Raphael even took him on missions, where he was lost in the city and abducted by Bebop and Rocksteady. Out of laziness, the two mutated him into a humanoid form to do their work for them. He escaped and returned to his home, where Splinter trained him in martial arts. He took to the Morning Star and chose the new name Slash.
Character: Wingnut and Screwloose
Voice Actor: Kevin Conroy and Scott Melville
Bio: April O’Neil’s father Kirby was a scientist who worked for TCRI and discovered the company’s true nature as Krang’s shell corporation. As a punishment, he was mutated into a human bat by Jordan Perry. He became steadfast friends with a mosquito that was mutated with HIS DNA. The two broke out and began taking down street crime as the masked mutant duo, Wingnut and Screwloose. Wingnut has brute strength slashes, with a couple of homemade ranged tools. Screwloose assists in combat by draining health from the oponant and attacking from behind and above.
Character: Man Ray
Voice Actor: Patrick Warburton
Bio: Jack Finney was a respected marine biologist, who worked at the Burroughs Aquarium in New Jersey, and showed a special interest in the manta ray especially. One night, he closed for the night to investigate a possible illegal dumping site, but not before saying goodnight to his favorite resident. While investigating a local sewer pipe he suspected, Jack was caught up by an overflow and carried out into sea. Due to the water being polluted with Krang’s mutagen, he was transformed into an anthropomorphic ray. He might be a super-strong hero, but he has a different kind of intelligence than most, making him appear crazy to most normal people. Man Ray’s sonic burst attack stuns the opponent, and his strength makes him a grappler.
Character: Mondo Gecko
Voice Actor: Robbie Rist
Bio: Jason Jackson was an at-risk teen, growing up in a bad neighborhood and obsessed with skateboarding and graffiti. He was abducted by TCRI to be used as a mutation test subject, and turned into a gecko. While he did do a brief stint as Mr. X’s gang enforcer, the turtles have sense converted him to an enforcer of justice. Mondo’s skateboard functions as a high-speed dash, and his paint cans allow for both long and short-ranged combat.
Character: Mutagen Man
Voice Actor: Fred Tatasciore
Bio: A nerdy mailman named Seymour with heroic aspirations, he signed up to be a member of the Foot Clan to gain martial arts experience, but as an expendable soldier, he was a prime test subject for their mutation expiriments. Transformed into a gelatinous, mutagen-hungry chimera with exposed internal organs, he was rescued from the Foot dungeon by the turtles and has become a steadfast ally. Mutagen Man is a striker character with goo projectiles and a health-siphon move. He can also boost his mutagen levels to increase his strength.

Voice Actor: Wally Kurth
Bio: The sunglasses-wearing pressure-point master, and leader of the Earth Protection Force. Bishop and his organization are dedicated to protecting Earth from world-ending threats. This leads him into a love-hate relationship with the Turtles, due to the organization’s flip-flopping stance on mutants.
Character: Fugitoid
Voice Actor: David Tennant
Bio: Professor Zayton Honeycutt was a neutrino scientist from the planet D'Hoonib in Dimension X. His planet caught in the middle of a war between Utrominon and the Triceraton Empire, both sides eyed his Transmat teleporter. In a raid on his science complex, Zayton transferred his brain into his robot assistant SAL, so he could hide. But in a blind fury, General Mozar killed his real body, and declared him a fugitive of the Empire. Trying to escape as far as he can, he transported himself to Earth. Fugitoid is capable of telekinesis, he has eye-lasers, he can project force-fields, and his arms extend for better throws.

Bio: A Salamandrian from one of Krang’s zoo planets in Dimension X, Y'Gythgba was a college student, majoring in Physics. On a birthday boating retreat with her friends and family, their boat was attacked by space pirates looting their riches. With all those closest to her dead Y'Gythgba rebelled against her people’s pacifistic nature and took up a plasma sword to avenge cruelty in Dimension X. In an attempt to topple Krang’s empire, she became stranded on earth and met the Turtles. She has formed a romantic relationship with Raphael, who has nicknamed her Mona Lisa. Mona is a footsie character who wields a plasma sword.

Bio: Chinese-American firefighter Chu His was gifted a magical dragon amulet by a curio shop owner who he saved from a burning building. He was told the amulet would grant him magical powers when he needed them, but he must NEVER break it. But, accidents happen and when he accidentally tossed it out his window trying to hide it from a robber, Kavaxas, the Demodragon inside was released and Chu became bound to the entity. Transformed into a flame-breathing monster, Hothead attempts to doo god while controlling Kavaxas’s sinister influence. Hothead has sharp sweeping claws, a wing dash, a wing bash, and lots of fire breath.

Bio: Aska was a skilled martial artist who fought her way into the Foot Clan by winning a martial arts tournament hosted by Chris Bradford. Because of her extreme talent, Shredder gave her a mystical amulet which granted her enhanced physical power and the ability to channel wind. Horrified by the Foot’s actions and Shredder’s checkered past, Aska joined the Hamato Clan and it’s was against the Foot. Aska fights with twin Kunai and wind attacks. Her provocative moves from past Tournament Fighters Installments also reappear.
Character: Muckman
Voice Actor: Grant Moninger
Bio: Garson Grunge was a lowly trash collector. He was content with his life until two unfortunate events occurred that changed his life forever. First, he was mugged and tossed in the trash by Purple Dragons. Then, Bebop and Rocksteady threw out excess mutagen into that very dumpster. Garson fused with the trash and became a toxic monster. He is now driven by revenge to destroy all street crime. His eyeball has also become a sentient being named Joe, who acts as his Jiminy Cricket. Muckman can hurl parts of his body, spew toxic waste, and piledrive opponents with super strength.

Bio: An ex-member of the Purple Dragons, Angel Bridge was sent on a mission by Hun to steal a mechanical battle suit created by scientist Harold Lillia. Fed up with her life of crime, and tired of taking orders from Hun, Angel took the suit for herself and defeated her squad of Purple Dragons. Now fighting for justice alongside the turtles and company, she goes by the superhero codename Nobody. Nobody’s Exosuit has electric escrima sticks and an anti-gravity cannon.

Bio: Anton Zeck was a hip-hop jivin’ thief with a high-tech suit, hired by Ivan Steranko to steel Shredder’s helmet. After the attempt failed, Zeck and Steranko were mutated as punishment. His new warthog form gives him enhanced senses, speed, and strength. He also shoots lasers from his hips, can throw an energy mohawk, and turn invisible.

Bio: A dangerous Russian arms dealer names Ivan Steranko, who set his sights on acquiring Shredder’s legendary helmet, the Kuro Kabuto. When the attempt failed, Steranko and his thief Anton Zeck were mutated by Baxter Stockman. As the mutant rhinoceros Rocksteady, Ivan Steranko’s strength is tripled. His brass knuckles have been fused to his flesh, he carries a Gatling gun, and a hammer and sickle set.

Voice Actor: Dee Bradley Baker
Bio: One of Shredder’s elite warriors, Tokka was a master of the tekko-kagi claws, like his master Shredder. When the time came, Tokka was mutated with a mixture of alien and terrestrial DNA into a fire breathing alligator snapping turtle. Tokka’s claws are strength combined with long reach, and his fire breath is deadly.
Character: Rahzar
Voice Actor: Clancy Brown
Bio: Chris Bradford, American martial arts champion, elite foot-clan warrior, and Tokka’s partner. Chris Bradford’s skill as a fighter prevented Shredder from mutating him for some time, until he and Tokka began to lose. Mutated with both alien and wolf DNA, Chris Bradford became Rahzar, a slobbering mass of fur and claws. Rahzar is fierce, quick, strong, and cunning.

Voice Actor: Christian Lanz
Bio: A Spanish-American thief named Xever Montes, also known by his gang name Mr. X. Xever was mutated into a humanoid Snakehead fish when Shredder began enhancing his henchmen with Krang’s mutagen. Fishface’s slippery skin lets him slide all over the battlefield, his mechanical legs grant him enhanced kicking power, and he wields a custom switchblade dagger.

Bio: Takeshi Tatsu was a dangerous Foot Clan soldier, and a master or blades and daggers. After one too many failures, Tatsu was mutated with the DNA of a Bengal tiger, becoming even more dangerous and ferocious. Michelangelo nicknamed him Tiger Claw.
Character: Karai
Voice Actor: Kelly Hu
Bio: Born of Shredder’s sexual assault on Splinter’s wife, Oroku Karai was raised to become one of Shredder’s deadliest assassins. But when he began mutating his henchmen, Karai was beginning to have doubts about Shredder’s honor as a warrior. Karai rebelled against him, and during the rebellion, Baxter Stockman accidentally mutated her with serpent DNA, making her even more dangerous. Now it’s up to her to choose a side. Karai is deadly with a blade, and can transform her arms and even her whole body into a monstrous snake form, capable of striking from afar with snake arms and spitting venom.

Bio: Oroku Saki, the jealous and hateful master of the Foot Clan. Although raised as a member of the Hamato Clan, Shredder was jealous of Hamato Yoshi’s wife Tang Shen. Blinded by hatred after learning of his heritage, Shredder attempted to murder Yoshi and defiled his beloved. He has sense turned the Foot Clan into a powerful international crime syndicate on the verge of world domination. Shredder’s tekko-kagi claws are deadly, and his martial arts talent is only equaled by his rival, Master Splinter.

Bio: The leader of the infamous Purple Dragon gang, Arnold Jones is considered one of the most dangerous street thugs in the city. He is a close ally of the Shredder, and father to the turtle’s ally Casey Jones. Hun uses mutagen to enhance his musculature, but the effect is only temporary, he needs a constant feed of is to stay strong. During battle he can up his mutagen intake to become even stronger!
Character: Baxter Stockman
Voice Actor: Phil LaMarr
Bio: A human scientist and a lead researcher at TCRI with a strange love of insects, Baxter Stockman fell in with the Shredder and became his robot/mutagen technician. At first, he fought using a insectoid battle-mech, but after accidentally mutating Karai, Shredder punished him by turning him into a cyborg fly monster. Stockman’s wings give him increased mobility in the air, he can spit balls of acid, and fire a laser beam from his cyborg fly eye.

Voice Actor: Nolan North
Bio: An enhanced robot Foot Soldier built by Baxter Stockman and Krang, Chrom Dome has all the fighting skills of a Foot Elite, and all the high-tech weaponry of Krang’s Utrom soldiers. Chrome Dome wields a deadly plasma whip, a high-tech Utrom blaster pistol, and he can teleport.

Bio: A deadly warlord and ruler of Utrominon in Dimension X, Krang is responsible for the mutagen and enhanced alien weaponry in New York City. The technology company TCRI serves as a front for his research into a mutagen based super soldier serum. The turtles’ meddling in his affairs has resulted in him teaming up with the Shredder to ensure their destruction. Krang can fire missiles and lasers from his android body’s head, transform his hands into buzzsaws and axes, and increase his size for more powerful attacks.

Bio: An insectoid alien crime-lord from the planet Sectoid-1, Lord Vringath Dregg became an enemy of the Fugitoid during his outer-space escapades and followed him to Earth. Declaring war on the planet that was hosting his enemy, Lord Dregg and his minions made enemies of the entire planet. Lord Dregg can hover, spit acid, fire off his hand to pull opponents in, and fire insect missles from his chest.

Voice Actor: Micheal Dorn
Bio: Mozar is the supreme general of the Triceraton Army. He and his army came to Earth to hunt down the Fugitoid, allying themselves with Lord Dregg in the process. After discovering Krang hiding out on this planet, he tricked them into thinking that Earth had given him asylum. Now instead of merely ravaging it, Mozar and his army are determined to destroy the planet harboring his ancient enemy. Mozar fights using a standard Triceraton blaster rifle, and his horn charges are equally deadly.

Bio: A shark-like bounty hunter from the planet Varuna, Krang’s marine zoo planet. Armaggon was hired by Lord Dregg to search the universe for the Fugitoid, leading him to planet Earth. Armaggon fights using a jaw-like weapon on his head, two shoulder missile launchers, and a devastating tail whip.

Bio: Demon lord of the underworld, Madame Null is a dangerous supernatural creator of chaos. She seeks to bring about the apocalypse on Earth to create a place where demons run free and reek destruction. Null’s magical powers allow her command over hellfire, demon minions, and magical enchantments.

Bio: Madame Null’s favorite henchmen, and a member of the Four Horsemen. War is a monstrous purple demon with giant claws and the ability to induce rage and conflict in human beings. War is dangerous, quick, and strong.

Bio: A supernatural entity who also happens to be the Pied Piper of Hameln, The Rat King was freed from the underworld by Madame Null to destroy Master Splinter. The Rat King can control the minds of rats, and he uses them as weapons. He can command them to swarm his oponant, fire off balls of rats, create rat armor and form a gigantic rat golem.

Bio: A scarab demon from ancient Egypt who was accidentally unleashed by Madame Null, Sisyphus wants to transform the earth into an eternal wasteland of sand for his scarabs to roam. While this goal is in direct conflict with Madame Null, the turtles are also fervently against it, making Sisyphus an uneasy ally.
Character: Super Shredder

Bio: After years of fighting, Oroku Saki had finally been defeated by Hamato Yoshi. Crippled and wounded by the fight, he turned to mutagen to regain his strength. Now known as the Super Shredder, Oroku Saki is a hulking mass of muscle and blades that might be too much for the ninja turtles to defeat.

Bio: A samurai rabbit from another dimension, Miyamoto Usagi is one of the most powerful swordsmen in feudal Japan. Miyamoto Usagi was Lord Mifune's personal bodyguard in the battle against Lord Hikiji. Usagi believes his forces might have been victorious, had not a trusted general turned against Mifune. With Usagi having failed to protect his Lord's flank, the general killed him. In Usagi's grief, he became a ronin, roaming the land of feudal Japan, seeking to redeem himself.
Character: Red Ranger

Bio: Jason Lee Scott was the first Red Ranger, officially named as such, as well as the original leader of the Mighty Morphin Power Rangers. He and his closest friends Zack Taylor, Billy Cranston, Trini Kwan and Kimberly Hart were selected by Zordon and Alpha 5 as the five "teenagers with attitude" to become the original Power Rangers and defend Earth from the forces of the evil Rita Repulsa. Jason’s weaponry includes his Blade Blaster pistol, his Power Sword, and his mighty Tyrannosaurus Zord.
Character: Stainless Steel Steve

Bio: Stainless Steel Steve was once a superhero who; together with his friends Battling Bernice, Metal Head, Zippy Lad, Dr. Dome, Captain Deadbolt and Joey Lastic; founded the superhero team called the Justice Force. In all that time Doctor Dome harbored unrequited feelings for Bernice, while Bernice was hopelessly in love with Steve. Finally, the Justice Force separated, and Steve and his friend Metal Head opened a comic book store in Northampton. Years later, ex-members of the Justice Force are being attacked by powerful robots, and it’s up to Steve to find out why. Stainless Steel Steve has a round metallic saucer on his forehead, which he gets his name from, capable of smashing through anything, as well as withstand any blow to the head. Steve mostly uses it as weapon offset by objective headbutts.

Bio: Renet Tilley is a Timestress, apprenticed to Lord Simultaneous and an ally of the TMNT. Renet was tasked by her master to guard the Time Scepter, a futuristic weapon capable of bending reality itself, when the evil mutant Time Master Savanti Romero attempted to steel it. Doubting herself, she lured Savanti back in time to encounter the one warrior team who could defeat him, the Teenage Mutant Ninja Turtles! Renet’s Time Scepter is a dangerous and unpredictable weapon capable of slowing/stoping time, creating time loops, telekinesis, and teleportation.

Bio: The turtle’s long-lost sister, Venus de Milo was purchased from the same pet store as the turtles by a man named Chung. Venus was trained in Chinese martial arts to defend herself from the Dragon Lord, a mysterious crime-lord who rules over Chinatown. Reunited with her brothers, Venus intends to finally topple his empire. Venus de Milo fights with Tai Chi and fans, as well as mystical chi attacks.
Character: Ultimate Ninja
Voice Actor: Patrick Seitz
Bio: The son of the Daimyo, the Ultimate Ninja first came to Earth to fight Oroku Saki, The Shredder. However, he was deprived of this chance after learning that The Shredder had seemingly met his death at the hands of Leonardo. In response, The Ultimate Ninja has challenged Leonardo to a mortal duel. Ultimate Ninja fights using a tekko-kagi claw, a broad sword, and gyoji style wrestling.
Character: Kitsune
Voice Actor: Tara Strong
Bio: Kitsune is a shape-shifting witch from the era of feudal Japan. Kitsune is the youngest member of the Pantheon, a group of anthropomorphic animal deities who manipulate the humans of the world for their own secretive ends. Kitsune has been manipulating the Foot Clan for centuries, driving its leaders into vengeful rages. Kitsune uses magic to charm and zone her opponents, and she can turn into a fox to slip past enemies.
Character: Dragon Lord
Voice Actor: Steve Blum
Bio: Dragon Lord comes from a long line of Japanese rulers and is the last surviving member of the House of Komodo, a house thought exterminated during World War I. His true descent lies in the dragon, a birthright he attempted to embrace by having mercenary cyborgs capture Splinter. Using a synthetic mutagen distilled from Splinter’s blood, Dragon Lord mutated himself into a sentient, true dragon. The Dragon Lord dual wields a sword and an ax, and he can throw fireballs from his mouth.
Character: Alopex
Voice Actor: Minae Noji
Bio: A mutant arctic fox created by Baxter Stockman to serve the Foot Clan, Alopex wields a pair of cursed hook blades which curse whoever they cut. Alopex is a deadly and fast warrior who’s only purpose in life is to destroy the Hamato Clan.
Character: Ch’rell
Voice Actor: John DiMaggio
Bio: A psychopathic Utrom who idolizes Oroku Saki, Ch’rell built his own shredder robot suit and came to earth to destroy the turtles as a tribute to his idol. Arguably more dangerous than Saki himself, Ch’rell fights using plasma tekko-kagi, laser eye beams, and telescoping mechanical limbs.
