I sort of disagree.
Ultimately, we're talking about cartoony characters in a cartoony game. We don't need to be realistic with the designs. Incineroar is a bipedal humanoid Pokemon who is clearly designed to look masculine, whereas Primarina is designed to look female. That's fine and all, but their designs lean so much toward one sex that almost everyone would assume that all Incineroar and all Primarina would share the same gender, which isn't the case at all.
I don't know how they would've designed a female Incineroar, but I still think they should've implemented some sort of small detail to key people in on it being female. Maybe give it a lighter shade of red, eyelashes, or a puffier chest that doesn't look flat.
