There is a lot of wrong here.Well, my point was that they made a Balloon Fight stage and considering that it would seem very weird for them to add such a stage when the Villager only represents B.F through an up-B, so I don't know, I mean, don't forget that according to Sakurai recently, the Villager was supposed to be in Brawl, alongside Smashville but was later cut due to a certain well-known remark he made about Animal Crossing during Brawl's development and don't also forget that Sakurai himself had stated during development of Melee B.F was considered for inclusion as a playable character in Melee before getting replaced by the Ice Climbers. So, maybe B.F might be playable in SSB4 (or maybe Alice, I don't know.)
-Villager was considered, not actually planned to be included.
Sakurai "finalized" the roster decisions (i.e. before imputing them into the game itself) by July of 2005 sans Sonic, who was a late addition. Villager is not one of these characters.
-Balloon Fighter wasn't planned to be in Melee and was especially not "replaced" by the Ice Climbers.
What had happened was that Sakurai went through a process of elimination for an NES character. Balloon Fighter, as well as Bubbles, Urban Champion, and Excitebiker, were examples given of those eliminated and why they were. Balloon Fighter's reasoning was that he'd be "useless if his balloons popped".
Now, that's not to say he can't change his mind (he did about Villager, after all), but it's better to have the facts be accurate.
