Use GIMP. It's like Photoshop, but it's free in a way that eliminates the slight possibility of a massive fine.

GIMP 2 broke and I can no longer open it.
SAI has some dumb trial period it keeps giving me and even if I reset the trial it'll still go away in One day.
I have photoshop but never learned how to use it, despite getting it free back in July.
