It's easy, you just put everyone you know as first and second seeds; anyone from another (US) region as a bottom seed, and canadians/europeans as 2nd seeds. Then you let them replay their pools after they all get 3 way ties.

I'll Co-TO if I can make it. I still want to get used to how it works in an actual tournament, instead of using test tournaments, since I'm planning on hosting Melee closer to my area.
