Electric Insent must be Joltik then. That's literally until you beat the 5th gym leader and go into Chargestone Cave.
For the Mole Drilbur in Wellspring Cave after 1st badge and helping some girl get her pokemon back from Team Plasma. Which is, indeed, Pretty damn early.
