The likeliest character of this batch is Lloyd Irving, but he doesn't beat Steve's score. Looking at concepts, the one seen as most likely is 'All DLC will be third-party', with 'Style Savvy rep' rated the lowest. The most wanted is 'More DLC', and the least wanted is 'Gen 8 Pokémon'.
But uh, joke aside, all that effort into continuing Shadow's edge streak... to me means they fully intend on marketing that character. So... would they opt for Metal instead of Shadow? Well... I think the answer's obvious. All this isn't to say I can't see Metal as unique or a semi-clone, Sonic the Fighters has certainly proven that, but Eggman and Tails just hold more prominence to the Sonic series. The only reason I considered replacing Shadow with him is because both act as a sort of rival to Sonic, and Shadow does that much more consistently.
