Basically it's going to be randomized, and then he is going to go over them to make sure there aren't death pools or people facing people from the same area...to the best of his ability of course... not always possible with every pool.

Why not just use tio (actually I'm thinking of something other than tio but don't remember what it's called) or something similar, put top players as skill 2, high-level players as skill 1, leave everyone else as 0, then click "Seed Pools by Skill & Location"? That option is there for a reason.
