Everything is much to black and white. I feel Tink and Wario are both very good. I don't think either are broken. Especially after 2.1 Tink nerf.
Wario is like a heavy Jigglypuff with less jumps. However if you use his Full jump and aerial mobility you can pull of the same kind of tactics most of the time. I think the reason Wario players think he sucks is because they overuse his punishable moves. I'm not sure who's in the top 10 but I can say that Wario is pretty far past 17th currently.
The tink nerf honestly didn't affect him at all. In fact, if they didn't post that his hitbox sizes were 'slightly' reduced, you probably wouldn't have even known about it unless you actually saw the hitbox data for yourself.
IIRC, Bair's hitbox was so big that it extended almost a slight bit in front of him, and vice versa with Fair. They just reduced it so that it didn't do that anymore. The hitboxes are still very large and do the same things they did before. It just wouldn't be like "WHAT? THAT HIT ME?" if the person was in inside/in front of toonlink when he bair'd, or behind him if he Fair'd.
The up-b was noticably reduced in size, but iirc it was only shaved a bit off the sides... or maybe it was off the bottom and the top? I dont remember, but regardless, it's still pretty gigantic. Before, it would extend further than the animation so it was kinda funny when it hit lol.
Not sure exactly on the exact details of the hitbox sizes, im just going by what shadic generally explained to me.
And about Wario- at first, meta and I thought he was a godawful character, but now that meta has incorporated his jigglypuff playstyle (who he mains in melee) into wario, we saw that he's much better than what we gave him credit for.
Still, we don't think that he's BROKEN, and I highly doubt 50% of the players out there think so, JC. He's simply a solid character, but nothing godtieromgmetaknightbroken by any means.
Meta suggested that he would highly benefit for some better vertical recovery options since he has some amazing offstage potential.
