Apparently pika has an electrocape, is what I got. Just get the replay prime.

There are 3 things I think with Mario's cape. Stall, impossible with dair, slide off a ledge, also impossible, and flip people.

It doesn't seem like you do cause you're not making any sense. This glitch isn't really something you can decide to do.

If you hit someone with an electric attack while they're close to a wall or the side of stage, they can immediately use an attack out of the hit lag.

Yea I think it's rather a glitch as well lol, but the timing to do it against TL looks easy and do-able consistantly lol
