KR1 only had its DLC canceled because everyone thought it was too barebones, and KR2...I dunno if it ever had DLC planned. This on the other hand seems to be when Nick finally realizes the bare minimum that modern gamers expect on launch day.

So, if both games get a decent DLC run going, I guess we could reasonably expect the rosters to have more similar decisions. A Big Pink Loser scenario, essentially.

-Unnamed sewers stage??? (could be from NKR1, but I'd be surprised if they added any tracks from that game)
-Foodcourtia (Might be different from NKR2)
-Unnamed forest Track (could be from Ren & Stimpy or Rocko)
-Unnamed Track 1 (Aquarium from Hey Arnold! is seen on the track)
-Unnamed Track 2 (Foot Clan logo can be seen, so this is a TMNT stage)

I think the Mrs. Puff stage is based on the episode Sand Castles in the Sand
Reptar Ruins sure looks a hell of a lot like Legends of the Hidden Temple, a small part of me wonders if it was originally meant to be that in NKR2 but changed for one reason or another.
I think Unnamed Stage 2 may be a Turtles track, possibly another part of the sewer track.

It seems that even though we'll be getting old tracks, they'll all recieve some extra "anti-gravity" roads with purple slime on them. Kinda like the retro MK8 tracks where they recreated the tracks with new details instead of making them look the exact same like the originals.

To be fair, it's likely that Shredder would much rather scheme the Turtles' demise than partake in a silly race. On a somewhat unrelated note, I'm looking forward to Yakuza Ishin!, alongside the new Like A Dragon installments.

Interesting details you noted, there. I guess that Bamtang are pretty much forced to do extra work for any new TMNT tracks simply because a TMNT '87 wave is being riden right now.

well now we're running into interesting speculation territory
Here's the thing with the current roster: if we go strictly off of how the website presents the roster and take it completely at face value, there's 40 characters and Zuko + Comic Raph are additional characters to that 40 (otherwise I see no reason why they wouldn't just be listed as part of the 40)
based on leaks we know about Tommy, Chuckie, Suzy, Leo, Mikey, Jimmy, Cindy and Odie. That leaves 3 slots left and I feel like I'm pretty safe in assuming Donnie and Angelica are also returning, so that leaves 1. I guess that'd be Squidina?
