The only thing that would make sense is Kikoken because back-charge moves would probably have to be changed for smash. But that isn't reason enough to scrap a moveset.
Even then Kikoken isn't even a back charge all the time. In Street Fighter III: Third Strike it's a half circle forward, and in...I think it was Street Fighter II, it's a quarter circle forward.

EDIT: Hmm. Nope. Not Street Fighter II. Not sure where I read it was a quarter circle forward.

i just dont buy that for chun-li. id buy moveset creation and adaption issues for astral chain but not chun-li.
The only thing I could think of is Maybe they didn't Find Chun-Li Interesting enough? Or More Simply She was Out-Priotized

Implementing Chun-Li shouldn't be that Hard, Considering that She'd Likely Re-use the Mechanics from Street Fighter like Ryu and Ken do. There may have been Complications with her Charge moves, but those Inputs have been Changed in Various games before, and Terry does the Down-Up Charge up Input

I'm thrilled we got Sephiroth.

But at the same time the big dumb villainous goofs are some of the funniest, most beloved Smash characters. K. Rool, Wario... and of course... :4dedede:

Can't say either would be a poor choice over the other. Though I doubt Eggman is the next Sonic character we'd receive.
Oh I agree that in terms of being threatening Sephiroth does the job better, but at the same time being a comedic villain comes with it's own separate benefits and charms. At the same time the good doctor does come with his own serious baggage. He participates in slavery and animal cruelty what with him using animals as batteries for his machines. If Sonic was slightly more serious in tone the doctor would be treated much more differently than he currently is considering what he does for a living.
I love Eggman as well as goofy villians, but the more I think about it the more I'm convinced Sephiroth was the best choice for the FIRST third party villian. Villians that are played straight tend to be more impactful IMHO, and that coupled with his immense power and popularity as a character is a fantastic recipe for success.

All Ultimate DLC characters must have an unique victory theme.

Let's see how long till that one is ruined. Probably by a Pokemon

Chun-Li is more interesting than ryu in almost everything though. ken varies from game to game. chun is almost always a show to play and watch. a charge character has already been added in terry as well so i dont see the issue.

Plus wasn't that guy who said it connected with Hitagi, of "Granblue getting a character" fame?
granblue hype that was an interesting time. although I can't make fun because i was on the saber meme train.

Plot Twist: Sephiroth's victory pose is indeed the one where he has that firey backdrop, but he still has Cloud's victory fanfare.

I Guess interesting Relative to the Entire Cast Though, and I guess the Newcomers we got in Ultimate. That is also Hypothetical, not something confirmed. I Just think the main Reason was that Ken was Easier to Make, Sakurai probably prefers Ken, and Chun-Li was Out-Priotized by characters for whatever reasons

With some of the most popular requests for Smash over time often being comical villains (Bowser, Dedede, K. Rool), I'm not sure if tone matters as much as the usual culprits of just being a popular/prevalent character in a popular/prevalent series. That seems to be the real common denominator for impact.

I really hope Sephiroth does in fact use those fire effects for his victory animation. There'd be a lot of personality there. Bowser could've even used that for a reference to his appearance in the Melee intro.
joker gives us hope though.
personally i'd love it if the announcer didn't say sephiroth's name and we just got the "Seph-i-roth" line from his theme when he won matches.
This game's winner is Seph-i-I-Roth

also, i just did a quick experiment i played the sephiroth theme song for my musical theater major sister and she recognized the song.

Like I said before, I'd be down for Chun Li.

A bit sad that Capcom, with as ride array as it has for IPs, would be getting a 3rd SF character,


But it IS Chun Li, and she's kinda a big deal.
This seems to be the most prevalent opinion.

I really want more Capcom franchises.
But on the other hand...Chun-Li.

I will theorize that maybe they initially scrapped Chun-Li because they had no clue how to work her inputs but then they tried with Terry and it worked surprisingly well so there could be a chance they might try again with Chun in Pass 2. Though again, it's just pure speculation.

And i sure hope she has those legs unnerfed.

My question about Chun-Li is how different will she be from Ryu, Ken, and Terry. I have seen the critique that all three of them seem to have the general gameplan of having difficulties getting in, then blowing you up when they do. How would Chun-Li break that mold?

Besides Ganondorf, Ridley, Dark Samus, and now Sephiroth, are any of the villains on the roster the same kind of complete monster? There's nothing wrong with more nuanced villains, but I think there's still a time and place for an irredeemably vile piece of ****.
I'd only Argue that Ridley is a Complete Monster of these 4 (and the Roster)

I'm willing to bet a clean 20 bucks that Sephiroth's victory theme is gonna be the "Estuans Interius, Ira Vehementi, Se-phi-roth!" part of One Winged Angel.

Anyways, we've got precedent for Ultimate giving characters unique nonsense in their victory screens like Simon's post flash whipping, Joker's UI changes, and Piranha Plant's additional character model with Mario getting bitten.

Considering Sephiroth already broke precedent by coming with a change to Cloud's final smash, wouldn't be hard to imagine Sakurai going the extra mile and adding a few flame effects or flame .pngs for a single victory screen.

I'd say as far as victory poses go, I'm gonna bet the 3 we get are
1) The classic slash, slash, backhand masamune victory pose for when he's in your party

2) The Nibelheim incident as mentioned above and already theorized, basically a turn towards the camera and a menacing walk away,

Sephiroth burned down Cloud's hometown, stabbed his girlfriend, and tried to drop a friggin meteor to wipe out the planet, and he's not an irredeemable monster?
And for what? He thought it was his destiny thinking Jenorva was his mother.

Pffft Sephiroth still can't compare to Ridley.

Especially when the dude burned and ate Samus' parents alive and mocked her about it. And the fact he takes great pleasure is going planet to planet causing as much death as possible just for the fun of it.

He and King Ghidorah would get along so well.
