Do you think Nintendo/Sakurai would hold the character back until a later date, even going so far as to shifting the release order? Crimson Flower is short, but it is outstanding, and the maps are unique and fun. Azure Moon and especially Verdant Wind share so many maps from Silver Snow.

They'd keep it though. No reason not to or to suddenly scrap things just because Smash is ahead of the release schedule, it's happened before.

No and no. In both cases they can say "this character is from x game. The game won't be out for a while due to COVID-19, but we hope you can enjoy this character while you wait". The latter scenario just makes the Smash reveal double as the game reveal.
