Anyone who tries to use core fandom reaction as a determining factor for characters that Nintendo picked is rather short-sighted. Barring Banjo-Kazooie, none of the Fighter Pass characters were those that were pushed or talked that much by the core Smash fandom.

The idea of one of the house leaders or Byleth were brought up a few times, but they weren't talked about as much as Banjo. I'd expect at least a good chunk of Fighters Pass 2 to be characters who weren't talked about too much.

I do think about the timeline where Codename Steam actually took off ALOT. And people wonder why Intelligent Systems milks Fire Emblem so hard.

So why are people expecting Master Chief? For sure he's been a huge icon, but I think that goes against him being picked actually. He's too strongly tied to Microsoft, and has no history whatsoever with Nintendo. If you want an iconic gunshooting humanoid, then Doomguy is better suited to fill that very same niche spot. At least he has a lengthy history with Nintendo.

I still don't think they're super good picks though, mostly due to their more realistic look. There's been quite a lot of human characters already, and while a bunch have more anime features, they're still starting to overwhelm the more cartoony original cast. As much as I'd like for Travis and Akira to make it, we do need cast members that fit with a Mario character. And since 4 out of 5 characters from the first fighter pass where semi-realistic humans, I think we need more varied picks from now on. And so characters like Master Chief and Doomguy don't quite fit.

I know that everyone says that no matter the character, plenty of people would be mad no matter what, but I fell that goes the other way too. I'm sure no matter who the next DLC character ends up being, they will have a ton of people that welcomes them with open arms. I guess it's just easier to focus on the negative side of things. So many people who didn't know Terry thought he was sick, for example, but it was easier to get annoyed at those who thought he was just some shill character or something. If a Fire Emblem character can still be seen as "Yeah they're kind of neat still" by the majority of people, pretty much any character will have a mostly positive response.

As for who'd be good for E3, I guess that's a little tough to truly decide. Most E3 Smash showings had major franchises or characters like Mega Man, Villager or Hero or Ridley, and granted Palutena got higher billing than Pac "I eat Ass and get Cash" Man. Hell, Brawl had characters like Meta-Knight and Wario, pretty damn popular Nintendo characters, oh and ZSS too, but that's Samus again so I don't know if people want to count that.

Who's labeled a major character? Crash, Master Chief, Lara Croft, Dante, Heihachi, Ryu Hayabusa? I think they all fit into that category, but I'm sure someone could make a case for Phoenix Wright or even 2B.
