Because the rating system outside of Japan decided to be particularly annoying that day and they figured it wasn't worth the effort.

If Mai was a priority, they would have made her work. But being the background of a stage with 20+ other characters likely wasn't worth fighting over.

Different timezones. Its yet to be 9 or 10 in the morning there which is when they'd reveal an supposed Direct.

I’m not quite sure I understand what you’re implying. Nintendo Directs are announced simultaneously all around the world, and it just so happens that I live in an area where they are always announced at 10AM EST. In Japan, for example, they aren’t announced at 10AM Japan time specifically, but they are announced on the correlating hour to 10AM EST, meaning that we all receive the same announcement at the same exact relative time.

Why Zero Suit Samus and Bayonetta could become playable characters? Why Krystal could become an Assist Trophy? Why Pyra could become a Spirit?

People are going on and on about CERO since Terry's presentation, and it's getting ridiculous. Sakurai and Nintendo can tweak designs and they did before, so acting like they can't/won't is just a cheap way to shut people up.

Mai was just one character, let it go.

ever since sakurai didn't add mai in as a background stage cameo and/or png due to cero's rating system it is a well documented fact that he never once considered a female character for dlc

Here is a really unpopular opinion if anyone wants one.

Idk what her situation is at this point imo, but KOS-MOS over Lloyd, Heihachi, Nightmare, and Solaire (ESPECIALLY Lloyd) would be the most disappointing outcome for me in the entire Ultimate cycle.

Unless Xenosaga has REALLY good music like Joker, Terry, ect, she’d probably be one of the few challenger packs I wouldn’t buy.

In addition to what others have said, Mai's outfit presents a much more extreme problem than even that of many fairly sexualized characters. They'd have to make so many changes as to leave it virtually unrecognizable.

Considering Sakurai's own comments on the matter, yeah it was probably CERO who blocked her primarily. Particularly since they were responsible for the numerous edits to Wonder Pink and Palutena back in Smash 4 that nearly delayed it, and I can imagine Mai being hard to adapt in a way they'd like with the time frame and resources they had.

Well when the creator of the game comes out and say that there's such limited amount of resources where they can't add in that many newcomers when compare to previous games then it would probably the smart idea to waste a slot and try to maximize the fan demand. Serious, they could only add in seven newcomers to the base game and when you have Sakurai be like "Wow, look at the result of this ballot, people really want these characters... okay let's shred it because we don't want to devote any time into making these characters playable for the base game and especially not for our DLC line up. We need to go with Piranha Plant over all of these fan favorite characters. Let's also charge people for it and have it be the last Nintendo character we ever add into Ultimate. Now this game can really be called ULTIMATE!!!" you can't help but hate it.

Not ever character can make it in, but Piranha Plant sticks out like a sore thumb and makes you questions why Sakurai did turn so many fan favorites into Assist Trophies & Mii Costume but gave plenty of time to make Piranha Plant playable?

I'm not sure that preferring Lloyd, Heihachi, Nightmare or Solaire over KOS-MOS is an unpopular opinion. Maybe within the confines of this thread given that the rumors have made her fanbase very active, but among the wider Smash fanbase I'm fairly confident in saying any of those four characters would be better received, at least initially (moveset, music and general representation can sway people's opinions a lot).

Something tells me they think that Terry got in because he didn't have to be censored, rather than his mascot status.

I doubt Mai would ever have gotten in over Terry, he's generally the more prominent character in both Fatal Fury and KoF. If it were to be anyone other than Terry it would probably have been Kyo, in some regards I'm a little surprised it wasn't him as he's usually the default guy in KoF, but I'm certainly happy we got Terry instead.

The only thing that annoys me of Piranha Plant is that it doesn't spit fireballs despite being the most basic thing they do after biting.
Aside of that, its moveset is made of original moves and it has a unique body type, its a very refreshing character to see in Smash and for someone who prefers gameplay and moveset potential over the face of the character, I'm happy that the plant got in.

I was definitely more angry when Little Mac was announced, it's like the most boring character in the roster and was fine as an assist trophy like he was in Brawl. (hate me as you want).

Well when you have such limitation like only having 7 characters for the base roster and 5 for the DLC, giving us less than Melee's Newcomer Count, and you have a list of characters that people have been wanting with the ballot you might as well try to make every single character a fan favor demand like Ridley and Banjo. But nope, apparently four characters from the ballot is just enough for Sakurai. The fan requested characters only take up 25% of newcomers added into Ultimate, something got messed up here.
