It's funny because this won't affect Ubers since Smogon considers it a banlist more than a tier.

Sun is still FAR worse than sandstorm. Basically this metagame is going to be centralized around sandstorm but in a different way than normal centralization. Sandstorm is not needed on your team to win, however counters for all of the common sandstorm pokemon are, since a lot of sandstorm teams will be used. If you can't beat the Nattorei/Gliscor/Bulky Water core or lose to Doryuuzu or Landlos or Tyranitar or Garchomp then you're screwed.

Landlos isn't quite as good anymore. Sandstorm only boosts his ground/rock attacks 1.3x instead of 1.5x due to a PO coding error that has been fixed.

Not that he's not still amazing.

Landlos can still use Knock Down + Earthquake.

Although Life Orb / Choice Band Stone Edge would be smashing Skarmory anyway.
