Whenever I play vega I literally just spam LT and LB the whole match (lol controller) and just strong punch or something if they are left open. Usually results in time out, occasionally I'll win because the other guy is laughing too hard to concentrate or raging too hard to play well. Works especially well online.

Did you know if you Google search "outprioritized", that most of the first page results are Smash related? I really never thought of that as a Smash-specific term, or even a term specific to fighting games.
