While it's idiotic at this age, stage 3 nations, aka developed nations are characterized by extreme drops in birth rates.
For example, in the US, if it weren't for immigrants, and their practices, our growth rate would be negative, not positive. Brittan has about a 4th of our population growth rate, and less then a third less of a net migration rate, so I very strongly suspect their story is the same.
There's no advantage in having kids anyone so we're fast approaching the point where maintaining population is going to be a tremendous chore. If the entire world becomes stage 3, they'll be no source of population immigration and our growth for he world will be negative.
For reference, to maintain a population, not including immigration, each women has to have an average of 2.3 children. UK is 1.6...

Stage 1: Pre-industrial nation (think medieval Europe): High birth rate and death rate due to lack of medical care and significant advantages for large families in farming and caring for you in old age.
Stage 2: Developing industrial nation (think US 1900s): High birth rate and relatively low death rate due to advances in medical care. Still needs kids for old age, plus social inertia and generally lax child labor laws and lack of need for post-education (which is expensive) results in population explosioh compared to stage 1.
Stage 3: Developed Nation (think current US): Sharply declining birth rate and death rate, medicinal advances result in few deaths and social inventions such as pensions and social security remove the need for large families in old age to care for their parents. Children become incredibly expensive (especially because of need for post-education). Children become a luxury, and this overall results in a graying population. Japan with it's negative population growth rate (it heavily discourages immigration) and steadily aging population especially illustrates this.
So we need MORE kids in developed nations, and less in developing nations. As this becomes a bigger problem expect governments to implement policies that encourage kids.
