He does talk. I can't pinpoint which games and a specific instance, but I recall in some dialogue, Link speaks in the form of answering a question. It's not voice-over, but it's something I guess.

Link clearly says "COME ON!" In The Wind Waker.
In the video it shows Link in The Tower of the Gods where he has statues follow him. Later in the game in the Earth and Wind Temples you have to escort Medli and Makar and you can have Link say "COME ON!" to them to. Whenever you want.
The point is Link can talk, he just chooses not to cuz its bada$$

Well, Link CAN talk, and does so, it just never shows the dialogue.

It's obvious that Link is a Telepath.

The reason they don't give link dialogue is because dialogue creates character. They want the character to be static, as well. Nintendo thinks about things like that. Mario doesn't have very much dialogue, either. If they gave the main controllable characters very much personality, it would take away from the mass appeal of the games.

Well, I think Link talks but Nintendo doesn't show it to the player. Maybe they want the player to feel like Link, be Link. That's why he doesn't say anything so the player can fell more like him. Maybe that's why he's called ''Link''.

This.

Honestly, the only instance of Link saying any texted dialogue was his own name when Zelda asked for it in Ocarina of Time. Saying "Yes" or "No", or him yelling "come on" in Wind Waker would hardly count, I would think.

I don't think so. I distinctly remember some of the answer options were worded in such a way that a small glimpse of personality is shown. Or, at least that's what I thought when I saw it. I remember thinking Link was sassy, haha.

In Link's Awakening he says to Marin: 'What, Zelda?' But no- her name is Marin.

The rest is all HAA HAA HIRYAAAAHHHH though. Which is also kinda awesome. Cause even though he can't speak, he does have a mighty voice.

Link does say "Come on!" in Wind Waker.
Wind Waker Link was pretty much intentionally made more expressive and given his own personality to go along with his "NOT ACTUALLY A PROPER LINK DESCENDANT" nature. He's just a kid that wants to save his sister.

The coolest thing about Wind Waker for me, well, one of them, is how if you stand around trying to figure out what to do next in a dungeon, Link's big eyes will look off toward a key puzzle component. A very nice touch.
