Now we need is an answer for why most of the brawl characters in the SSE couldn't talk lol

Wind Waker Link was pretty much intentionally made more expressive and given his own personality to go along with his "NOT ACTUALLY A PROPER LINK DESCENDANT" nature. He's just a kid that wants to save his sister.

The coolest thing about Wind Waker for me, well, one of them, is how if you stand around trying to figure out what to do next in a dungeon, Link's big eyes will look off toward a key puzzle component. A very nice touch.
Yeah, Wind Waker easily has the best expressions in any Zelda game. I think that the expresions are a prominent feature in order to make up for another department. I want to say the style of WW? Not too sure.

Snake said "Kept ya waiting, huh?" (Only character to say a complete sentence too)
Captain Falcon said "Falcon Punch" and "C'mon"
Ike said "Great aether"

I don't think wario a peach spoke at all, they just laughed and screamed.

In Skyward Sword, Link explains to Gaepora about what happened to Zelda. You see his lips moving in the cut scene, but of course there is no sound. Honestly, Link does talk; it's just that Nintedo chooses not to have sound for his talking. In the games, you usuallly hear the characters Link interacts with seemingly repeat what Link says. I think with Link not having much of a voice over, he seems to me to be more of a reserved, quiet person, but not shy. Just my two rupees.
