Why doesn't X pokemon get Y attack/ability/typing?

Drain Punch is a great move anyway, seriously. More things should use it. Imagine...RestTalk Bulk Up Machamp with Drain Punch as its single move (trap ghosts with dual pursuiters). Machamp has no commonly-used special weaknesses, and physical weaknesses will be trumped by bulk up.

Yes.

If the move can be taught to Slowbro, Bellosom, Ledian, Gengar, Regirock (not Regice or Registeel WTF?), Vileplume, Blissy and F***ing Togekiss, why not Hitmontop?!?

Also, why can't Salamance learn Sky Attack?

Garchomp gets Swords Dance and its attack stat is base 130.

Why doesn't Flygon get Swords Dance or Dragon Dance?

Also, since the silly Pokedex says that when Flygon flaps its wings, it sounds like a woman singing, so why doesn't it learn Sing?

That would be incredibly broken if every pokemon had a 50% recovery move. Maybe some pokemon have too high of a work ethic. Snorlax on the other hand...
My hypothesis on this is that Snorlax is lazy due to a genetic trait that what it would consider hard work ethic would be another Pokemon's slack off state, and thus its true slacking off is when it rests.

And because it's a genetic thing, it would be very rare for a Snorlax to actually comprehend the idea that it constantly slacks off. I'm not sure it could actually increase its work ethic to a point where it could actually slack off even if it wanted to, due to, like I said, its laziness being completely genetic.

Even more ironically, they learn Earth Power.

Not ironic. If it weren't for the sun and the moon, the earth wouldn't even exist. Or at least not as it does. As such, it's not too far off to believe that the sun and the moon have certain 'powers' over the earth. And it would only make sense for the symbolic sun and moon to have some sort of power over the earth as well.

Why would Flygon learn bug buzz? Dragons do not "buzz."
The entire line is based off the antlion, which is a bug. However, I don't believe antlions buzz, so that would explain why it doesn't so long as I'm actually right.

EDIT: Sucker Punch is actually called a number of other things in other languages; Low Blow in French, Cheap Shot in Spanish, and Surprise Attack in Japanese. So that would explain why Gastly can use it. And I hadn't considered it before, but that would also be why Hitmonchan can't. You're not allowed to "cheap shot" someone in boxing, and you can't exactly launch a surprise attack either.

Why the hell doesn't Dragonite learn Hydro Pump? Why the **** can Salamence learn it but Dragonite can't?

Maybe cuz Dragonite gets Surf...

Speaking of which, why can't Gyarados learn Dragon Rush? It learns Dragon Dance and Dragon Rage, why not Dragon Rush?

Because it's a fire type and it's an Eevee evolution.
Its stats aren't that great btw
You worded this as if all Eeveelutions are bad.

Jolteon and Vaporeon are both in OU. Umbreon is currently OU but will hip-hop the border from OU back and forth to UU, I presume.

the eeveelutions have a great BTS

but the stats aren't balanced

vaporeon and jolteon have just the right stats in the right places
flareon and glaceon both have horrible speed combined with possibly the worst defensive mono-typings you could ask for
espeon has a bad typing and it's not fast enough
umbreon is really bulky with good HP, but the fact it can't deal damage really limits what it does
leafeon just isn't fast enough because grass on it's own is actually a decent type
