Why doesn't X pokemon get Y attack/ability/typing?

The different cloaks get different movepools, even different TMs.

Only Ground Cloak can get EQ

Theres an error then, seeing as Serebii extracts the data from the game itself and yet claims that Wormadam Grass Cloak cannot learn EQ.

Actually, Greenstreet is right, Ulti.

All form(e)s of Wormadam can learn EQ.

I blame Burmy. The cloaks differences don't apply to that nuisance.
Burmy only learns like 3 moves or something. He doesn't learn TMs, therefore, no EQ.


I will even download a D/P ROM, and make a video of me applying an EQ TM to a Wormadam Grass Cloak, and it not working if I must.

According to Serebii, only Wormadam-G can learn Earthquake.

But according to Smogon, both Wormadam and its Ground form can learn Earthquake.

In either circumstance, the Steel type cannot, thus all forms cannot learn Earthquake.

Every poke over a certain weight can learn EQ (unless you're Rock or Ground)

Well, Ekans is the lightest, weighing in at an earth-shattering (see what I did thar?) 15.2 lbs.

I'm hypothesizing that a certain typing and weight credibility, as well as the structure of the pokemon, contribute to whether that certain pokemon can learn Earthquake.

For instance, discluding Arceus, the only electric pokemon to learn Earthquake is the Electrivire. Ghost types only include the Dusknoir family and Giratina. The only non-dragon and non-legendary Flying types include Charizard, Troipius, Aerodactyl, Mantine, and Mantyke. Earthquake is most common with Ground, Rock, Steel, Fighting, Dragon and Normal types.

It depends on the typing and the structure of the pokemon, not necessarily regarding weight, IMO.

I was thinking in terms of non-legendaries, because most legendaries, if not all of them, can learn Earthquake. The weight theory seems faulty.

Also, why can't Jumpluff learn Air Slash?
Why can't Sceptile, Scyther, or Kabutops learn Psycho Cut?

It actually does. Think about this...

Mew can learn every single tutor move/TM/HM move.

Jirachi can learn Doom Desire.

Manaphy has Hydration and Heart Swap (former is actually quite unique, I think Seel, Dewgong, Phione, and Manaphy have that ability).

Shaymin learns Seed Flare.

Celebi gets... absolutely nothing at least somewhat exclusive. ...really?

I just realized, Dialga gets roar of time, and yet celebi had been around since gen 2, it still has diddly squat. Celebi and Deoxys are the real time and space rulers, why doesn't Celebi get something like "song of time" and Deoxys get Spatial rend.

Mewtwo has been around since Gen 1, and he doesn't have an exclusive move.

Why doesn't Jirachi know Swords Dance, Meteor Mash, or Explosion?
As if Arceus wasn't versatile enough, why doesn't it learn Nasty Plot and Explosion?
Why doesn't Snorlax learn Extremespeed?
