Why doesn't X pokemon get Y attack/ability/typing?

So why doesn't Blaziken learn Close Combat? Why doesn't it learn Jump Kick or Hi Jump Kick? Isn't it a good jumper?

I lol'd. And Blaziken doesn't get those kick moves because Blaze Kick > All other kicking moves. Notrly, just an easy excuse.

For some reason I read this as "Teeter Dance makes me feel like... a toaster?" and then I was thoroughly confused.
But anyway, Blaziken doesn't get any of those moves because Gamefreak felt like screwing it.

Why the hell doesn't Yanmega get Baton Pass? I honestly think it'd propel onto OU in a heartbeat if it did.

Because he doesn't have any good grabbing appendages? I mean, look at Ninjask, Volbeat and Gliscor, they all have something they can hold a baton with.

Because it's too primitive to understand teamwork.
It's Brick Break, not Brick Punch. He could use his tail (ala Iron Tail) or even just headbutt it.

Yeah but when you throw a Pokeball, it sucks up the Pokemon, it doesn't have to hit the Pokemon to do that.
Pokeballs aren't a ground type attack.

Trainers naturally use Gravity without even knowing it, thus allowing Haunter to be hit by ground moves.
