I don't think you can just compare moves like this. You can't rank them like this, because so many moves have such different uses.

Best fair in terms of combo-ability should be Marth.
Best fair for KO'ing would be Sheik.
The sexiest fair belongs to Captain Falcon.

as far as fairs go, its kind of a toss up.
marth and jiggs have a good combo fair.
C Falc and Sheik have the kill fairs.
Zelda has a semi-knee of her own, it all revolves around the gameplay.
as far as my aggressive gameplay goes, i revolve my gameplan around the knee.

In my opinion though, f-air tires don exits.

I think if all the characters battled and could only use their f-air, it would be a tie between Sheik and Marth.

Sheik would just knock damage on over time and eventually KO, and Marth would combo Sheik around for a long time until he can get her off the ledge, and edgeguard her with.... his f-air. I think Sheik wins this round.

guys, there is something all of you have been forgetting.

If you get hit with the knee you are dead. And not just for that life, for all of them. You get hit with the knee and you pass out because you are all like, "WTF! DID THAT BAMF JUST DO THAT? SERIOUSLY DID HE I MEAN WTF THIS GUY IS SO AMAZING THAT HE CAN DO THAT WITH THE POWER OF HALF HIS LEG? WTF?WTF?WTF?WTF?WTF?WTF?WTF?WTF?WTF?WTF?WTF?WTF?WTF?WTF?WTF?WTF?WTF?WTF?" It is so demoralizing that you feel like killing yourself and quite often do (poor billy, I told him to never get hit but alas he did). Anyways that is my 2 cents.

uhmm, last i checked, c falcon doesnt have a fair, therefore he doesnt qualify for this
he has a WTF@HAXPWNAGE KNEE
the knee is too godly to be grouped with regular fairs
Quoted for truth.

Marth is the only char that can win only by using his Fair... so he wins
I think if all the characters battled and could only use their f-air, it would be a tie between Sheik and Marth.

Why is everyone ignoring Jigglypuff? In a contest of fairs only, Jigglypuff would at least come in third; with proper spacing, Puff can just keep spamming fair until what I like to call "The Escort" happens - Jigglypuff takes you to the death wall via fair combos. Sure, Marth can spam his fair a lot, but once an opponent is off the edge for a combo KO he needs down air; Shiek's fair isn't incredibly spammable and can be punished; Ganondorf could hold his own with fair only with good spacing; I'm not even mentioning Falcon for fair-only.

Anyways, while that is now said, I still say Marth's forward air is the best, because of how it's used in his gameplay, compared to the other characters. Jigglypuff's is also good, but she usually uses a combination of also up and back air to make combos (moreso than using fair to combo, unless it's to edgeguard/do The Escort/combo into Rest)

the reason i picked g-dorf and sheik is because they are probably the easiest fairs to hit with.

falcons usually needs to be comboed into, unless you are playing someone horrible.

and g&w's is very good, but its no where near as good for killing as sheiks or g-dorfs is.

g-dorf can retreat fair all he wants on most characters, and sheiks is her best kill move, and its incredibly fast and non-laggy.

I unofficially reserve this post for my tier on f-airs since well, I'm tired of stretching my posts with them. Further feedback appreciated, whether I initially agree with it or not. ;)

-Top-
Marth (Ken Combo is OMG too good)
Sheik (still better than Knee. No startup lag and lower trajectory sets up well for needles if need be)
Jigglypuff (moved up because Wall of pain > Knee)
G&W = Falcon (they're good equally good IMO, but for different reasons)

-High-
Bowser (Oh well, this F-air is still too good. =P)
Ganon
Ness
Zelda
Luigi
Doc = Peach

-Middle-
Kirby
Yoshi
Mewtwo
Samus
Y Link
Link
Roy

-Low-
Ice Climbers
Mario
DK
Pikachu

-Bottom-
Pichu
Falco
Fox

Mewtwo's fair is pretty nice ^^ especially against fast falling characters like fox which enables you to hit like 3 times.

Though i would say Shieks just because its fast and is like my favorite kill move for her.

Marths is clearly still the most useful and easy and fast and super effective move with a million uses though. The knee is awesome and its the obvious first choice, but you either get weak knee to uair, or a real knee to feeling awesome.

But marths fair can do 10003304204020300 things exactly

see : Cort

among the usual ones, but this match on dreamland made me trip with the sheere gimpitiyness (gimping the oponnent of course) of the edgeguarding. Loved it
