I had already come up with that conclusion a while back, i just never really looked into it due to all the other crap im doing, but i could take a break and have a look at this.I have looked into the sound hacking, heres what i found:

Yes, I know this is for melee, but i think there may be similarities.
You said the voice was crackly? well, i think it may be due to the coefficient data possibly. I took two clips from Roy, wavs, and converted them both to dsp. I copied the coefficient data from one to the other, decoded it back to wav, and it was crackly.
So, hoping this helps
(btw, coefficient data is from 0x1C to 0x3C)
