To be fair, while it certainly sucks, I see what they were going for. The developers have done a surprisingly good job of tying a character's moveset to their personalities in the source material. Kid Goku in GT is pushed to his SS4 self in desperation, rather than the sheer desire to fight as he has for SS2 and SS3. The idea that he's just having fun like a kid until **** gets real and all his friends are dead is fitting for what actually happened with the character in GT.

It's still bull**** that I can't just pick SS4 Goku. And if his strongest attacks are tied to your teammates being down, he's pretty much restricted to being your anchor. He might end up being more of a MvC3 Phoenix in this game than base form Goku.
