It'd likely be RE2, but mainly because Sakurai likes to go with the original design of a character over modern designs (see: Megaman, Simon, etc.)

I feel like with Leon, it might be a Cloud/Ike situation, with RE2 as his P1 outfit and RE4 as his P2 outfit. His Resident Evil 2 look is his first look and RE2Remake definitely fleshed it out, but Resident Evil 4 is still the game that definitely made Leon very popular to the point where future games, besides Remake, used his RE4 look as the base for him, not to mention Resident Evil 4 being super popular.

If that is the route they go with Leon if he were to get in, it would be rather cool if they gave him the different voice actor for each costume, with his original look having his RE2 Remake voice actor and his RE4 outfit having either his RE4 voice actor or Matthew Mercer as the voice for that one.

I was going to say the trainers could get costumes, but than I realized I’d just be sad they didn’t represent all the Gens’ trainers as alts for Pokemon Trainer, as opposed to palette swaps.
